Charter 24 is a loose, informal and open association of Americans of various shades of opinion, faiths and professions in every state of the union. We are united by the demand that every government official, at every level from federal to municipal, must enforce the civic and human rights declared by Constitution and by the laws that protect those rights.

Charter 24 is not an organization. It has no rules, permanent bodies or formal membership. It does not form the basis for any oppositional political activity. It embraces everyone who agrees with its ideas and participates in its work. Like many similar citizen initiatives in various countries, West and East, it seeks to promote the general public interest.

Totalitarians have come to America. As an extension of Charter 77, formed to oppose totalitarians of the former Soviet bloc, Charter 24 exists to address the long and growing list of grievances of American citizens. The government – once of, by, and for the people – must now be forced by the people to account for its actions and recommit itself to the nation’s founding principles.

Simple Questions, Simple Answers

Please think harder if you think the answers are wrong.

Government control of a “partnership” between it and private business is the literal definition of fascism. You might be a fascist if: you want fascists to control the information you can and cannot see, or if you want fascists to make the light rail run on time in your community.

This is what Benito Mussolini (the founder of Fascism) believed in 1932.

The governor also said that not even her oath of office was absolute. If you believe that, then you agree with Mussolini: "The concept of freedom changes with the passing of time. There is a freedom in times of prosperity which is not a freedom to be allowed in times of poverty."

Mussolini also believed this, so if you believe it you might be a literal fascist. "The Fascist State," wrote Mussolini, "has curtailed useless or harmful liberties while preserving those which are essential. In such matters the individual cannot be the judge, but the State only." Communist dictator Mao Tse Tung believed in eliminating "the four olds" from society, and if you believe that you might be a literal communist. Both men were totalitarians. Are you a totalitarian?

If you no longer believe in individual rights, you are no longer a "progressive." If you believe  the power of the collective trumps the power of the individual, you might be a totalitarian. "A people, it appears, may be progressive for a certain length of time, and then stop: when does it stop? When it ceases to possess individuality." John Stuart Mill, On Liberty, 1869.

If you believe this, then you believe what Adolf Hitler wrote in Mein Kampf: that "the mass meeting is necessary" because the lonely person "receives for the first time the picture of a greater community, something that has a strengthening and encouraging effect on most people. The man who comes to such a meeting doubting and hesitating, leaves it confirmed in his mind: he has become the member of a community." (See page 715 of the 1941 English translation.)
